Any team can snapshot one of its live agents into a team-scoped Starter for the rest of the team to clone. A single Team-Admin approval gate — no eval, no Sandbox — because a Starter never runs; it only seeds new Interviews.
A Team Admin approves the snapshot. That's the whole gate — the eval still happens later, in the clone's own Sandbox.
Publishing a new version of a Starter never edits the old one. Versions only accumulate.
Bumping a Starter to v+1 never disturbs agents already cloned from an earlier version — they carry their own copy.
