Classification Policy
The Memory Classification Policy defines the label set and the allowed recall flows between them. It is confirmed once at Org Bring-up and gates whether Organization Memory can be enabled at all.

The Classification Policy was confirmed at Org Bring-up by Dana Liu (Platform Admin) on 2026-04-30. Org Memory stays disabled until this policy is confirmed at Org Bring-up — there is no implicit default label set.

Reclassification review queue
When the policy tightens, affected Entries land here. The stricter of old/new is applied until reviewed — an Entry is never silently downgraded.
